Yes! As a freelancer you choose the gigs and suggest the hourly rate for which you would like to work. Have you seen an exciting gig, but don't agree with the hourly rate? Then you can propose a counter offer. You do this in the app when reacting to a gig.
You can always see how many reactions are on a gig. If no other freelancers have reacted to the gig, or you have a great motivation and rating, then your counter offer is more likely to be justified and approved.
